He's waffling on a bit and flip flopping through documents, made a claim and seemed to immediately realise he shouldn't have done. Their Lordships were straight on it.
Didn't seem to have a response and in effect took a backward step.
Now trying to 'big up' the BPA code of practice.
Lord Neuberger (?) wasn't falling for it. Piped in and stated it is advisory, not compulsory etc.0 -
So plenty. You evidently haven't been paying attention. The carmageddon scenario (which Kirk will major on) and the social justification that the CoA invented go completely out of the window if it's just a money-making scheme and not a space-maximisation scheme.
I dont see how you can argue it is not a space maximisation scheme when quite clearly PPC do deter people from parking too long.
The fact that PPC may may a fortune from it is here not there - the issue of course is whether it is done within constraints of the law.
The argument that it is purely profit making with no space maximisation is incorrect IMO.0 -
