    He's waffling on a bit and flip flopping through documents, made a claim and seemed to immediately realise he shouldn't have done. Their Lordships were straight on it.
    Didn't seem to have a response and in effect took a backward step.
    Now trying to 'big up' the BPA code of practice.
    Lord Neuberger (?) wasn't falling for it. Piped in and stated it is advisory, not compulsory etc.

    The argument that it is purely profit making with no space maximisation is incorrect IMO.

    BTW does anyone who the guy is sat next to Kirk in the red tie? He looks liek he is on Kirks side but doesnt look too happy.

    But it doesn't deter non customers from parking there for 2 hours or less!

    Struggling to decide how the Lordships are leaning, they are not prodding him as much as they did De Waal. Though at the same time, they are turning his arguments quite easily.

    No way can PE determine anyone taking up two spaces via ANPR. Kirk is not telling the truth!
