Flaking Decking: How to prepare it for a repaint

Hi there
My decking is currently flaking and I was wondering what was the easiest (i.e. laziest)
way of preparing it for a repaint by myself. See the picture attached for more details.

For the records, I used the Wilkinson one before and plan to use Cuprinol this time.
