Can I still complain?

I was with Scottish Power, and I left my previous property in October 2013.

I received an email a few days ago from Scottish power, advising me they haven't received payment for my final bill. This is the only contact I have had from them since leaving the property.

When I left I supplied them with a meter reading that I took literally as I was walking out the door (I took a photo of it as it was high up and taking a photo on the phone was the only way for me to read it, but don't have it anymore). I gave them my new address, and they have also had my email address this whole time too.

I have paid them, as I don't want a debt hanging over me, but is it too late to log a complaint to them, because I paid it?

SILLYgirl! Why would you hand over money to an outfit you last dealt with nearly two years ago? If you have never heard from them since leaving the property, then you have obviously never received a final bill. Unfortunately, you never noticed the omission. There is some kind of rule about the energy suppliers not being allowed to back-bill by more than 12 months, and I'm sure others will advise. Why do you you need permission from somebody on here to lodge a complaint? Just do it anyway...

It's unclear whether you actually owed them the money or not. If you did then it's now paid so forget it. If you didn't then complain and get the money back.

No its not too late to complain. However you need to be clear what it is you are complaining about.

I am also a bit curious about the email SP sent you. What exactly did it say? Did it refer to any specific previous correspondence, and did it seem computer generated? Is SP's contention that they previously sent you a final bill? If so it seems slightly surprising that they did not also send reminders by post and email. Furthermore by this time I would have thought their correspondence would have reached the stage where they would be threatening all sorts of debt recovery activity. So I think I would be asking them to provide details of when and where they sent all previous bills and reminders, and asking them why they have not emailed you about this matter until now. If it turns out they never sent you a final bill, because of their failures, you may have a good case for having that final bill waived (and the money you paid returned). Your case may however be weakened if you made no attempt to get a final bill.

You can make a complaint to any supplier any time you like.
However, time restrictions apply with regards to the ombudsman service if the matter would otherwise need to progress that far - details are on their website.

But what is it you are actually planning to complain about?
When did you first know (or should have first reasonably known) about this issue?
