Civil Enforcement Final Reminder - No Evidence

Hi, I have received a final reminder from said company saying I overstayed in a local One Stop car park but they haven't sent me any pictures from anpr to prove i was 16mins over the 1hr limit. Im writing a letter telling them this, are they allowed to charge with no evidence
