When will universal credit be full implemented?

Some sites state that by 2018 everyone who claims a benefit will be claiming it and the roll out will be compkete. while some other sites claim that those currently claiming child tax credits and such, without a change in circumstances will not be brought into it until 2018 at the earliest.
So which is correct?

There is no clear credible timetable.
At the moment, 70000 people are claiming UC, and these are overwhelmingly the most simplest case.
When more complex cases - with health problems, or existing tax credit awards will be transferred over is really questionable.0 -
