Dear Good People,
Firstly, I am new to Forum so please accept my apologies if I have incorrectly posted.
I have received a Parking Charge Notice from the Parking Eye company. They are asking me for £70 or £40 if I pay early. I have appealed but they have rejected my appeal and are now saying that if I appeal to an organisation called 'POPLA' and that is declined too then I will not be able to pay the discounted charge.
I really don't know what to do, the charge seems so unfair.
On the day in question I dropped my wife off at the hospital entrance for a job interview for a hospital manager post. I left and returned later to pick her up at the planned time of the interview end.
I did not park in a bay as I was waiting in the vehicle so as to be sure to move if obstructing anyone (although I ensured this was not the case in the first place), was not anywhere near the route which would be taken for emergency vehicles and kept well out of the way.
My wife's interview was delayed significantly and I ended up waiting for 54 minutes according to Parking Eye. It was my second visit and I would not have returned unless it was to pick her up.
I am really at a loss as to what to do. The charge seems so unfair, I would be happy to pay for my hour's parking despite not taking up a space and therefore not actually costing Parking Eye any money.
I hope I can receive good advice for my predicament.

what happened on the day is irrelevant although you could get the landowner , the trust or PALS to cancel the charge (as well as appealing to popla within 28 days)
in the meantime, you need to draft a popla appeal similar to the hundreds already posted on here, and adapt it to suit
dont use mitigation, popla wont accept it, use legal arguments only , based on
no contract
flaws in the NTK
poor signage
not a gpeol
if this was 2 visits and they are saying its one visit, its known as a "double dip" and that should also be argued on the popla appeal too0 -

I have now read the post referred to by the individual above.
gpeol is genuine pre estimate of loss I believe.
Would I have grounds to appeal to POPLA stating that the fee is too great?
The Hospital's own parking policy on their website states you have 20 minutes free drop off and pick up so, in effect, I stayed 34 minutes over my time.
My wife is going to speak to the hospital manager and log a PALS complaint also.0 -
Correct. The fee they are charging is based on the maximum they are allowed by their trade body, and has nothing to do with the real cost.
Get PALS to cancel it (they will, but you might need to remind them that Jonathan Hunt said in August that the trusts are responsible), and send in an appeal to Parking Eye using all of the usual points from the newbies thread (not a GPEOL, no contract, poor signage)0 -

I mean Jeremy Hunt, not Jonathan. No idea where I got that from. He's the health secretary and made it clear that this sort of thing is the hospitals problem to fix, despite their protestations to the contrary. He even made a specific point about not charging people who's appointments overrun (which is your situation).0
