Help advice, party wall, fence, etc

Hi
my house is the house with the transit on the drive. the party wall there is 3.2 foot high but i want it higher as i can see right into neighbours kitchen and back garden and for security reasons etc. i also want to add gates.
i looked into the party wall issues but its complex and the neighbour isnt the best bloke to deal with.
I have heard no more than 1m max? i wanted 5/6 foot fence ideally.
So my question is can I fix and re point my side of the wall, and then erect a stand alone fence next to the wall on my side at 5/6 foot? If NOT
i have read i could probably get away with a 4 foot fence panel, and 1 foot frames trellis (classed as open) on to giving me 5 foot ish and a bit more privacy, all without touching the wall or getting permission?

I would think if your willing to pay for it and have a chat regardless of what you think have been told of the neighbour they may not have an issue as they may also like the privacy it creates, I'd have a word and see what they say if the object then do a new fence your side but costs wise will be cheaper to add additional height to the wall that's already in place.0

You do not need a link and as long as you work within the rules and everyone is happy enough then you can proceed.0

The limit is 1m if near a public road/footpath. 2m if not.

Mine is on a corner plot but this is my rear/back drive
the wall area i want the fence runs down my mine and neighbours boundary and doesnt run along a road/path as such. So i may get away with 2m i think.0 -

i rang twice and email and they wont give me any info or advice, they just keep telling me they now charge for pre planning advice. Dont you just love the council0 -
Who owns the wall - you or the neighbour?
Surely, if its the neighbours wall then you cant increase the height anyway. If its your wall - then your neighbour has no say and you are free to do so.0 -
Im not sure, its more on his side so id say his.
Could be joint party wall, which is where the problem may lie, and planning laws with 1/2m rules.0 -
Perhaps the documents you have from when you bought your house will tell you the ownership of the wall for sure?
One of my garden walls is in between the next door neighbour and myself. The vendor told me it was mine when I came viewing the house. That vendor left a lot to be desired - but I do have it in writing from him in the legal paperwork at the time I bought the house that he is saying its mine.
So I would think your housebuying paperwork should say - at the point at which it questioned as to who the various boundaries belong to.0
