Carers allowance, need to file tax return?

My mum, aged 58, has just started receiving carers allowance for me as I have M.S. She doesn't do any other work. Does she have to file a tax return now she's receiving this? Also are her national insurance contributions being added to because of receiving this? Thank you in advance
