Until a correct reading has been taken with the correct meter for the job I would hold off on paying for DPM.I do Contracts, all day every day.0

Just wait and be thankful they didn't just lay the floor anyway without waiting for it to dry properly

If you are putting wood down you would usually need a DPM anyway so not sure what the issue is.
Also, as per the above handheld devices are very unreliable.Thinking critically since 1996....0 -

Open the windows in the daytime and close them in the evening and at night. Don't dry it out too quickly or it may create cracks. When the dust is very dry in the walls is a good rule of tumb that its ok to paint.
If you tape a clear polythene sheet 1 meter square in the centre of the floor, and leave it overnight, you can check next morning whether it has some moisture inside the clear sheet. If there is no moisture then the floor should be dry enough for flooring.Do you want your money back, and a bit more, search for 'money claim online' - They don't like it up 'em Captain Mainwaring0
