Yes, lets hope! Article also says:
"We think it could ramp up from that three quarters of a penny dividend quite rapidly, up to 3 or 4 pence and possibly more, over the next two to three years," Richard Buxton, head of UK equities at Old Mutual Global Investors, said.
... and let's hope he is underplaying it too

A lot of banks will be making as large a provision as they can get away with as the tax deductibility of the payments to customers will change soon.
