Can I reject delivery of goods to have it sent back?

I bought some goods off an eBay shop for my vehicle but have since learnt that they may be cowboys fobbing off poor parts and relabeling it as something else, I have been made aware of an independent website that is dedicated to the dodgy dealings of this particular trader as well. As I am most worried and don't want to have my car in pieces on a ramp before finding out the parts are dodgy, can I reject the courier's delivery of the parts and forcibly have them sent back to the seller? Assuming I also get in touch with the seller to also cancel the goods with them.

Website of the trader in question where I bought my goods from:

Thank you, this just strengthens my case to buy elsewhere. Even if I have to pay to send it back, I would rather that than have the hassle of paying out labor for it all to only fail a week later, it's people like them that make me have zero faith in this sort of thing.

Hello, by way of an update, the seller advised me to reject delivery for a full refund. Delivery was rejected but they refused to refund and ceased communication, I thought it was rather comical that there existed cowboys like them, nevertheless, I contacted eBay via phone and they have forced the refund in my favour based on the seller agreeing a refund but refusing to issue one.

They can't be that bad, in the last 12 months only 2.3% of customers have either been unsatisfied or neutral about their experience with them. And of these a portion will be unhappy with delivery times or not received goods in a timely manner. Then of course those that order the wrong parts yet cannot hold their hands up

The feedback will be very unreliable
Awful lot of buyers give positive feedback before they have even received good s
Even more give positive feedback the day they receive good
The chances of someone reliably feeding back on a clutch that is six months old are next to nil

= that feedback is totally unreliable
When will the "Edit" and "Quote" button get fixed on the mobile web interface?
