Reduced WTC taper point ? Confused ??

Sorry if this has been mentioned before - the very minimum amount of hours for WTC is 16 and often its a lot more !
16 x £6.50 ( NMW) = £104 per week x 52 weeks is £5408
So how can the taper point be around £3800 ? Who on earth can earn that amount under the rules ?
Am I missing something ?

People who the Jobcentre pushed into self employment to massage down the JSA numbers.
You can be self employed "working" sixteen plus hours a week, and earning a lot less than minimum wage.
Bringing the taper point down affects everyone who earns above that point though, as everyone earning above the new taper point will see their Tax Credits reduced by a lot.0 -
You don't aim to earn the minimum. If you earn £5408 you'll still be entitled to claim, just at a reduced rate to before.0

Don't forget the people that chose to become self-employed without coercion from the Job Centre. Avon reps, cleaners, home ironing services ...0
