Parking Contravention Charge Notice - APCOA

Hi all,
I parked in Harpenden rail station car park on June 24th and forgot to buy a ticket. Stupid I know, but I always pay by phone when I park there and on this particular day was in a rush, just missed my train and it slipped my mind. I realise this may sound a bit convenient, because I don't want to be thought of as someone who just decided not to pay and thought I could appeal my way out of it..!
The 'Parking Contravention Charge Notice' had a '01 - No valid payment' code, and requires me to pay a parking contravention charge of £85 within 28 days, or £50 within 14 days. The standard cost of a day's parking in the car park is £7.40. I haven't responded yet, so have missed the 14 day discount.
I've looked through the Newbies thread again (this is the second time I've been on the forums to post - the first time the ticket was cancelled due to inadequate signage) but I'm wondering if the GPEOL appeal would be enough on its own? I have nothing else to go on, so any advice would be gratefully received...

Forgot to add - one of the options for paying is by going to http://railparking.apcoa.com, but that website doesn't work and leads only to an error message saying the URL can't be found. I don't know if this matters or not but thought I should mention it.

1) no , especially as its on appeal next week at the Supreme Court , which is why you add more legal arguments

Whilst I agree with you on this point, as OP regularly uses this car park and pays by card/phone, the overwhelming balance of assumption even in a court would be that the RK was the driver.
What??? The car could've been parked in the car park every day for a decade, how would APCOA know who parked it there or who paid for it?
My missus has her own car, but it's registered in my name. She uses it almost exclusively, so the fact that it's registered to me proves absolutely nothing regardless of how many times it gets parked in the same place.
And please don't start the OP worrying about court cases. It's APCOA for goodness' sake!Je suis Charlie.0
