Changes to Child Tax Credit

I've seen on the bbc website today that Labour are very much against many of the changes to tax credits, and plan to oppose them.
Are these changes almost certain to happen, or do they require a vote or something in the Commons? Could Labour prevent some of the changes from taking place?

Labour will not oppose Conservative plans in the Budget to limit child tax credits to the first two children, its acting leader Harriet Harman has said.

Doubtful, its a conservative government and they set policy,
otherwise there would be no point of a majority party if the other could change decisions?

They've got a majority in parliament and there won't be any tories wishing to rebel, so the Welfare bill will be passed, especially as Labour have said they won't vote against it (they will probably abstain).
