Credit card first application

My daughter has pre-paid electric and gas, which costs more than the normal metering system. She asked the supplier to change it, but would not because she does not have a credit card.
However is unable to get one from her bank as she has never been in debt or had a card before, her credit score is green.
She is in retail and earns less than £11,000 per year, can anyone advise her on how to get her first credit card please, so she can change her meters?

A credit card is not required for a standard energy meter, presumably what they actually meant was that they were unwilling to provide this due to a lack of credit history.
Why can't she get a credit card from her bank? So long as she's been with them a while and managed the account properly (no unauthorised overdrafts etc) they should be willing to give her a card with a low limit. The alternative is one of the sub-prime cards:

Another good first step is a mobile phone contract, they'll give these to pretty much anyone and it will help to build a credit history.0
