You are reading it the wrong way. Miroslav has a machine with a OEM sticker he's not looking to sell the licence.
Under the German ruling one key point was the original user had to make their copy unusable, if Miroslav has the key sticker then the software was not made unusable by the prior owner, and so legally could not be sold on.
In addition Dell would have bought a chunk of licences, and the German ruling was that a block could not be split up. If the block was considered to be Dells entire order (ie xx thousands) or each licence is unique is also unclear.0 -
My biggest concern is the security. Does it have Firewalls/Anti Virus etc on it so it would be safe to internet bank on it etc?
One of the key strengths of Linux based systems is security. You would not normally have anti virus software installed on your system as that is really only needed for windows systems. Linux is much safer. For setting up firewalls and installing lots of other good things on a linux based system see this http://www.dedoimedo.com/computers/new-cool-list-linux.html

You're not drawing me into the same discussion again. If you're allowed to sell OEM software, it implies that you can transfer it to another machine. If that wouldn't be the case, then just sell it to a friend and he sells it back to you.0 -
If the machine has a COA sticker, I'd try to get a same brand 'reinstallation' DVD of the OS for a tenner off t'Bay0
