they don't often get as far as the market....do estate agents have a list of builders they contact first, to save money on advertising?

it depends on the type of properties you mean. Somewhere that is mortgageable (e.g. needs a new kitchen, new bathroom and redecoration) generally won't be of interest to a builder.
Somewhere that is unmortgageable, has structural problems, has scope for a large extension, has scope for conversion, etc... is more interesting to a builder/developer. And it makes sense to market these more specifically to builders.0
