Humberside Airport PCN -Assistance please

Hello,
I'm past the soft appeal for a PCN at Humberside Airport; rejected of course. Their rejection letter bring up some point that I would like to get some/your views on;
First point I'd like clarification on is if the IAS appeal is found in favour of VCS, is the registered owner then liable for the full fine, and not the reduced fine?
Any views on the byelaws at Humberside airport at present. There is the suggestion that they are no longer in use? Can they no longer be in use?
Any help is greatly appreciated.

thay re not liable for any fine, as there is no fine
its a speculative invoice, so they can make their own figures up as and when it suits them , any discount is for paying early, the full charge is always payable , if not enforceable
the IAS site and CoP will tell you the figures involved , but the IAS decision is not binding on the motorist anyway, only on the operator
there have been numerous posts on the validity of parking invoices on airport land, including humberside, doncaster , liverpool , luton , birmingham (and apologies for missing any out)
use the forum search to find out the info you seek, as its been discussed to death
as have the bylaws at these places too
you will find there are our opinions, and PPC and landowner opinions , which differ greatly
until its proved or disproved in a court of law, we will never get an outcome or the definitive answers we all seek,0 -

I must have read virtually every appropriate thread, including bodmass's very detailed thread, prior to the soft appeal but I don't remember reading about the losing the discount if applying to the independent body. This seems hugely improper, as if the rest of the fiasco wasn't already.
Regarding by laws and POFA etc: I was hoping someone could clarify the position of Private Parking Companies
making "the reasonable assumption" that the registered owner was the driver. I feel like some appeals may have been rejected on the basis of reasonable assumption but it was clear. Can anyone chip in?
I'll upload my appeal when complete. I'd appreciate any feedback on it.0
