My view is that you will see a fall because I think the threshold will fall. I don't think he would have announced it as there is no particular change, it has always changed mostly up and occasionally down as it tracked the WTC threshold.

Until an answer is confirmed by HMRC I suppose everyone may have doubts, but I can't see them doing anything else otherwise it would cause all sorts of issues if they froze it at 16105 and it doesn't really make any sense once you understand how WTC and CTC awards interact and are calculated.
