Best way is to stick an amount into a spare debit card every month by standing order to cover the bill when it comes in.

To get round the charge you could use your monthly cash in hand (petrol, beer, food money) to pay the bill then use your credit card to pay for those items
I have a deep burning indifference

Road tax was abolished many years ago. I assume you're referring to VED. In which case, debit card. I would imagine the charge will still be levied, even if paying at the Post Office.

You'll be glad to hear that from 2020 VED will be ring fenced in a Road Fund for maintaining British roads once again.
