Childcare Vouchers - Admin Fee?

Hello,
Does anyone have any knowledge on whether my child care provider (an after school club) can charge me an admin fee of £25 on top of their normal fees?
I can understand them charging me this for the first year but they are charging me for every year and now for both of my children.
