Another Parking issue outside resident

Ok I live a tower block in Birmingham which is on a public road but is a cul De sac sac. Down the end and round the side and of the block is parking with a very old sign stating for residents only, only starting driving few months back I have no problem parking there but notw I see people who do not live in the block and I see council marked vans and contractors parked there so when I return home all the bays are full.

Are the council vans n contractors allowed to park there ? If not where do I put a complaint forward.

Because I can't Park I'm forced to park on the cul De sac road in some layby outside some houses to me it looks like it public parking there no marking or signs stating otherwise I spoke a man living in one of the houses (there about 8 houses no front gardens and public foot path right across there houses) and he said I can park there as he don't own a car but he belive the space belongs to him.

How does one find out who the layby belongs to

The flat been there for many years and the house are new there was a fields before the house were built and I believe the layby was Part of the old road and cut into the old footpath and the new one been pushed back.
There is double yellow all along the side of the road where the flat is and 8 layby on the opposite side .
