Capital One PPI Claim Rejection

I have made a complaint to Capital One regarding a mis-sold PPI claim dating back to 2000. I have no recollection of PPI being sold to me. I have received "final" response to my complaint today stating that PPI was not mis-sold to me on the basis that I agreed to it over the telephone when I activated the card and was given all of the information required to make an informed decision and a 30 day cooling off period. They also sent me a copy of the original application for the card which clearly shows that I have ticked no in the payment protection policy section. I am unsure where to go from here as there is no proof that I haven't agreed to the policy over the telephone. Please help.

At least you are honest about it. Which is how must of their PPI was sold. The script is largely accepted by the FOS which is why the FOS appear to reject most Cap One complaints.They also sent me a copy of the original application for the card which clearly shows that I have ticked no in the payment protection policy section.I am unsure where to go from here as there is no proof that I haven't agreed to the policy over the telephone. Please help.
