There are no less than 10 shops in St Peters.
I'd consider going there and complain to the particular store manager and the manager of the retail park too.0 -
British Land seem to own the retail park. See here:

We should make a mental note of this to check out a pattern of whether British Land owned sites do not result in PE court cases.
Interesting! Potentially Aldi, now British Land. Hmmm! Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

some people just can't be helped , no matter how hard you try.
But the rest of us really appreciate your help.
I emailed the manager of the centre and received and very fast response. They are asking me for proof that I visited Home Bargains. Hope I can find it on my bank statement. Have had a really busy weekend so will get onto it on Monday.
Will post if I get a result.
Thanks again for putting up with everything.0 -
update to my post.
I managed to get a copy of my bank statement and sent it to the manager of the centre.
I have received an email to say that they have asked Parking Eye to cancel the ticket and have confirmed that they will/have done so.
Still have had no correspondence from PE but am very happy with the outcome.
Thanks once again for all your help in this matter.
Today I received a letter from PE confirming cancellation of the ticket.0 -
excellent news, just shows that complaining and proof of patronage can work to your advantage
dont take your eye off the ball just yet though, make sure that PE cancel it , if necessary check it on their website by putting in the pcn details and see what the balance owing is, or email them with a copy of the managers email and ask them to confirm the SPECULATIVE INVOICE has been cancelled0 -
This retail park is a bit weird. It's a standardish one, refurbed next, Poundland, TK maxx etc. Although on the opposite side of the road, it's linked by footbridge to a bigger retail park with a free car park.
However, st peters is pay and display which as we know is a bit of a rarity on retail parks. I made the same mistake but got away with it not long ago.
Maybe unclear signage?0
