Speeding fine paid but attachment of earnings set up

I THINK I'VE POSTED THIS IN THE WRONG PLACE! I'LL REPOST IN THE MAIN MOTORING FORUM UNLESS SOMEONE CAN MOVE IT?
Hello,
Last year I was stupidly speeding and got caught by the police. I got a £100 fine and 3 points on my licence. I was driving a work van at the time and did not own a car and since then still haven't.
I paid the fine on time and sent off my paper licence as requested. Now I didn't pay attention to the fact that paper licence never appeared back to me. Like I said, I didn't own a car and soon after that stopped working at the company and didn't drive at all so it wasn't missed. I thought that was the end of the matter tbh. Fine paid, points attached.
Now this February, I receive a letter saying that I have an outstanding fine and if I don't pay almost 4 times as much an attachment of earnings will be set up and this money taken directly from my salary. For months I tried to sort this out. To try to explain that this fine had already been paid but I heard nothing (NOTHING) from anyone I wrote or emailed. Don't ask about the phone number because I lost track of the hours I was on hold for.
For the last 3 months, this money has been taken directly from my salary even though, as I mentioned, I paid the fine on time and even received a letter confirming that I had!
What can I do? Does anyone think that I'll get this money refunded to me? Is this a fine from my paper licence not being received? I've checked on the new gov.uk licence query and it does appear that my licence wasn't received because my licence has been revoked!! Luckily, as I said, I still haven't owned a car so I haven't been driving around with a revoked licence but I wanted to hire a car in the summer holidays but now I can't!!
