Orange phone contract opened in the wrong name

Hello all.
Hope this is correct forum.
Yesterday my father in-law told us that somebody has opened a phone contract with Orange on his name.
And he's been paying the bill for nearly 2 years. As he had 2 phones and thought it was for the other. But turns out the other phone was on mother in-law's name.
Where does he stand ?

Yeah they talk and live together.
Both are not very tech savy people and are kind of old and forget things.0 -

Orange themselves get upgrades wrong sometimes.0 -

Orange themselves get upgrades wrong sometimes.
And he keeps receiving these letters from Orange which believed to be bills/statements for the 2nd phone contract opened in his name.
He never bothered to open letters from Orange thinking they are just bills and DD is set up so no need to worry there.
It was only when he went to the shop to ask about WhatsApp not working and storage full etc. He found out there are 2 contract in his name.
And around same time when he opened his Samsung account.
And both accounts have DD set up. £38 and £45.0
