Parking Ticket council PCN does not have Grounds for appeal on PCN

Hello I bought a ticket and put it on my dashboard. However when I returned to my car I had a PCN from the council on my windscreen and the parking ticket was on the floor of my car. I attempted to appeal (informally through their website) to the council on the grounds that I had paid (which I can prove as I paid by card) and left it on my dash but that it was dislodged when I opened the door. They rejected this as it was not clearly displayed. Unfotunately it was one with a sticky back. I was about to give up but read that the PCN must have on it grounds for appeal. I wrote to them again and pointed this out but they essentially wrote back saying these come through when you get the Notice to Owner. Is this true? I have searched the forums and can not find an answer anywhere.

the reason you cannot find an answer is simple, council tickets are dealt with in a special council ticket section over on pepipoo forums, please go there , post any questions and link copies and pics of all paperwork and photos etc too

Yes, list of statutory grounds are not required on the original pcn.
