Parking charge notice, wrong registration help please

Hi all,
My girlfriend received a PCN on 30/05/15 from NTC (Norwich traffic control) this has the wrong registration on it, vi11 instead of vu11. For this reason I told her to ignore it...
Today we received a NTK that miraculously has the correct registration on it. It's dated 02/07/15.
Having read through the forums I am not sure what basis to appeal the fine on. We haven't received a popla number yet so I presume the reply must request this?
Any help is greatly appreciated.

Read the Sticky thread for NEWBIES at the top of the main Parking page and use the template therein to appeal. Send the template exactly as it is, do not edit it.
Do not pay, do not ignore, do not reveal who was driving, do not miss appeal deadlines, appeal as keeper.
You won't get a PoPLA code from this mob as they are IPC members, not BPA. You can't appeal to the IPC until you have appealed to the parking company first. It WILL be rejected so then you go into ignore mode. All of this is explained in the NEWBIES thread.I married my cousin. You won't get a POPLA code from NTC, as they are now IPC members and use the IAS as their dispute resolution service, where you have little to no chance of winning an appeal.
Please read the NEWBIES FAQ sticky at the top of the forum threads' list, one page back from here, use the Forum Jump button to navigate there.
You do need to read and understand that sticky as you will need to make a decision whether to attempt an almost futile appeal, or ignore things.Please note, we are not a legal advice forum. Thanks guys, will re read the newbie sticky. The NTC does at the bottom state they are a member of the BPA though which is confusing.0

My post #3 confirms the appeals line for you - they are IPC Accredited Operators; their 'membership' of the BPA, at best, is at corporate level, but more likely, being small-fry, are using up old stationery.

NO, because they pay the IPC for IAS adjudications (which is a kangaroo court), not the BPA for popla adjudications

just an update to say it was cancelled, got an email today from NTC:
Dear XXXX,
The PCN 2XXXX has been cancelled for thesole reason the wrong registration being inputted by the operative.
