Vandalising a UPVC window to shut it?

Good evening everyone!

Hope some kind soul can enlighten me as to whether filing away the channels in the picture imgur dot com/aHvXp3b will cause any issues?

(sorry, have to edit the image address)

The window was put in by some cowboys years ago and you can see where they filed the outside to close it. The window hadn't been opened for years until I foolishly opened it last week!

Now it won't shut!

Does anyone know what the consequences of filing it down to allow the window to shut would be (ie not sealing etc).

    I will look ugly*, and would be easier to force open. I don't think it's likely to let water in.

    *Though if you did it neatly, it might look better than it does now.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    One of mine does this, It's the top opening on a downstairs window so I've not been able to leave it open when house is empty. I avoid opening it if at all possible but can get it shut by levering the frame slightly upwards where it catches. It isn't the handle that catches, it's two things towards the sides that are part of the shutting mechanism. I have to get two knives wedged underneath while I pull it closed.

    (hard to explain, and I only need to do it when I forget to keep it shut!)

    The locking mechanism is just underneath the gold cuboid. It's actually the thing that's stopping the window closing!

    I opened it with my massive superman arms!

    TBH, I just pushed it open with a little force. I suspect that the window was originally closed with help from the outside. However it's not really feasible to get to it now from outside :(
