Unusual fence panel erected

I've seen a great idea for fence panels.
Someone in my neighbourhood has erected a fence and used a system of half logs and gravel boards.
Looks like a foot Gravel board at the bottom, then 3 half logs tied together, then smaller gravel board, then wood cap to finish off. in the same colour as the half logs.
Never seen this before and must say it looks really good

Questions are, do the half logs come ready tied together or have they done that themselves?
And more importantly, would you copy a neighbour?

I imagine the 'half logs' are actually fencing rails, which I use to make deep beds.

I must say it sounds awful from where I'm sitting!:rotfl:
