Moving BT Master Socket

Hi,
Our BT master socket is across the room from power sockets so we'd like to move it - it's only a few feet away.
I googled this and came up with BT charging £130 to move it and it apparently being "illegal" to move it yourself. Pls does anyone know if this is true? Are there any grounds for asking BT to move it without charge? We've never had an active phone line here in our time at the house, it's just been reactivated for use with Sky broadband. (We had messages from Openreach (BT?)).
There is plenty of cable and already a hole in the wall where a Sky cable enters, so it would be a simple matter to re-route externally through the Sky cable hole into the corner where the power points are. That way the router can sit next to the power point and the Sky+ Box.
I've unscrewed the BT master socket and there are a million tiny wires. Pls can anyone help with the following questions:
1. Are these wires electric - will I get a shock if I try to do this myself?
2. Is there a wiring guide available for how to properly re-wire it if I were to try this myself? I would just need to unwire it from the box, take it through the wall to the outside and then back through the wall on the other side of the house - then move the mounting box/plate and re-wire.

50 volts if it rings , gives you a kick that's all
There's no records of where the master socket is located so if it's done without joining cable and reusing the existing BT cable they are unlikely to ever knowEx forum ambassador
