No Stopping

I wasn't sure whether to post this here or not, as no fine as been issued (yet).

I was a passenger in a car today with an inexperienced driver. We took a wrong turning and as we were heading onto a motorway - which he has no experience of - he panicked and decided to stop at the first place he saw to calm down and get his bearings again.

The link above shows two 'no stopping' signs. We pulled into the hatched layby on the left. When driving he thought this layby had a broken white line surrounding it, but looking at the map it appears to be a solid line that has worn away.

Now he is panicking about receiving a fine for stopping in this area. I am not a driver so am not clued up on the regulations surrounding this, but I assume the hatched markings reinforce the 'no stopping', and I believe I notice a camera on the right side of the road. Could anyone please advise? I'd like to be able to tell him "yes" or "no" (as well as "learn the highway code!").

    He will just have to sweat it out till he gets a notice, or not. There is no way of telling if they are going to issue one or not.

    Its been a few years since I was last down that stretch but I have this memory of the inside lane of the Clydeside Expressway being under A-road designation, with only the higher lanes coming under Motorway Rules.

    I completely understand there is no way of knowingif they will issue a notice. Just wondered if someone could advise the regulations of stopping in such an area.

    What would be the difference in this situation if the lane was under A-road designation, rather than motorway?

    Has he got a ticket? GCC cannot fine anyone as there are no parking restrictions here (other than clearway) it would be the police who do this, and they do not use cameras to enforce this, only a physical presence.

    That said, you weren't on a motorway and unless you took the slip (if heading eastbound) you never would. So why panic?

    No ticket. We stopped for all of two minutes and I never noticed anyone else in the area. Thank you for the info regarding the council/police. Interesting to know that GCC can't do anything here - and a ticket can only be issued on the spot? Hopefully this puts his mind at ease.

    I think the combination of taking a wrong turn in an unfamiliar area and seeing the blue motorway sign pointing in the direction we were heading panicked him a bit. He only recently started driving on his own for the first time after passing his test a number of years ago.
