The price of fair rent in Brighton??

I rent my 1 bed flat Brighton from a friend and she just told me she wants to increase the rent from £550 to £720 in the next few months (which quite frankly is still quite cheap for this area).
I will no longer going be co-habiting with my partner when this happens so would need to get HB to help pay some of my rent even without the increase.
My main question is: Does HB policy have a 'price' for what is deemed 'fair rent' in certain areas?? Someone on another post mentioned that it doesn't matter if your rent is right for your area.
I am worried they will say the higher rent is not 'fair' and will ask me to move somewhere cheaper.

Why are they increasing so much ?
Could your friend really rent out this 1 bed flat to someone else for £720/month.
Brighton pays Housing Benefit based on Local Housing Allowance.

1 bed flat with lounge counts as Category B, 2 room property.
The council won't ask you to move anywhere, they will expect you to pay any shortfall in rent.0
