If i take money from a credit card aware that it is expensive . Could i balance transfer the credit card to another . Or would it still charge at cash handling on the second card just wondering

a BT is charged at BT rates ... check with your cards T&Cs but usually you pay a 2-3% BT fee (similar to cash advance fee) but the BT interest tends to be lower than cash advance...but check it out.

If you have a card with a BT rate available check whether it will allow you to transfer to a bank account as some allow you to pay off "overdrafts" which don't even exist - then you will only pay one BT fee, instead of a cash advance fee and a BT fee.
