Care parking appeal rejected

Hi,
I received a parking ticket when visiting a friend at his home, when I got there he realised that his visitor permit book had run out of permits so we left a not on the dash of the care with all the information that was on the permits.
In the morning there was a ticket on the car!
I've appealed the ticket as I believed there was enough information on the note to cover the lack of the visitor permit, today i've had a reply from care parking saying that my appeal has been rejected!
What should I do next, do I have a leg to stand on if I appeal to POPLA?
The copy of the appeal i sent is below
With reference to the above I am writing to appeal against the PCN which was issued on my vehicle on the 24th of May.
I was visiting a friend who lives at No 67 Wharton Court. When I arrived my friend had realised that his visitor permits book had ran out, due to this we assumed that leaving a note on the dashboard of my vehicle with all the relevant information that is present on a visitor permit would be sufficient. The information that was present was the flat I was staying at, time that I arrived and the date, also stating that the resident had ran out of visitor permits, a PCN was still issued. My vehicle was also park in a designated visitor bay, so was no obstruction to other residents.
I would be grateful if you could cancel the PCN as I believe there was sufficient information provided on the vehicle, and that the parking warden could have used their discretion in this situation as every effort was made to avoid receiving a penalty.

tut tut, you have given them the drivers details and a detailed story of the events
could you not have given them your bank card details, pin number , shoe size , date of birth and any other useful info about yourself and your finances too ?lol
you fell into the trap of wanting to explain yourself, not a good idea, a "no comment" would have been better
yes you can draft a popla appeal, which may win, but you have made it harder on yourself due to your "story"
in future, use the template appeal from the NEWBIES sticky thread0
