Do I need Building regulation?

Hi All,
My friend is coming to help me with renovating the bathroom, the job will include:
A. new piping
B. complete Tiling
C. Painting
D. changing the Bath, toilet and washing basin
E. Adding a shower (the house doesn't have a shower at the moment)
F. Fixing a new radiator/towel rail
Do I need to get Planning permission or inform the council for doing these jobs? does it need building regulations?

I did all that and more (in 2 bathrooms) without building regs or planning permission. I think you would need to be extending your bathroom or making major changes before needing either.0

A new shower will almost certainly require a new circuit. Since it's also in a bathroom, this is definitely notifiable under Building Regs Part P.If it sticks, force it.

Who said that the shower was electric, or that the proposed work would be taking place in England or Wales?0

it's not an electric shower and also the towel rail will replace the radiator which is there right now however the work is taking place in England (Birmingham). I'm confused now, Do I need to inform the city council for this work? if Yes would you please explain what do I need to provide? (Drawings?!, details of the work?)

Only you know the precise details of what you propose, hence a Forum can only give general opinions. The simple answer is for you to phone the council and discuss the situation.
As a general rule a new shower would require new drainage and connections directly, or indirectly, into a svp. This is a drainage matter and subject to the Regulations.
It appears that this is all a subject that is outside your comfort zone. That is fine, but you would be prudent to contact the council in order to protect your interests. Remember that many friendships have soured when well intentioned friends have undertaken building work for those without in depth knowledge of building.0 -
are you moving or installing any new soil pipes?
generally if it's a like for like install they won't want to look at it, sometimes with a new connection to a soil stack they will.

Thanks everyone for your answers, This might be helpful for someone else:
I just called the city council and explained what I need to do. They explained that as long as we're not changing any of the pipes outside of the building (i.e. use the same drainage as it is now) there is no need to notify them.
* I also want to do a rear extension which I thought will need the drawings and I need an architect for that but based on the consultant on the phone, I just need to fill a building notice form and call them in for inspection at certain points.0
