He spoke to the bank about his using his card over there etc
Also, i'd have thought that the adviser dealing with the person on the phone who was cancelling the card would be able to see some account info. If the card was used that day in Mexico and someone is ringing up from Coventry claiming they've lost it....0 -

Is your brother registered for online/telephone banking? If not, the maximum you can get from an ATM without your card is £60.0
