Small renovation, need quote help!

I am looking to cut our garage in half to make our living room bigger, and to knock down the kitchen wall and have a breakfast bar.

1 - Will I need planning permission as this is internal?
2- how much will the work cost with the replastering, flooring, painting and labour?

    1- no, (in most cases) but building regulations will apply.
    2- how long is a piece of string, no idea of size, current garage construction, structural layout, floor levels, required flooring.
