Several Notice of Enforcement Letters, advice?

Hi all,
My previous address was in a quiet cul-de-sac which had a central parking area, which was for permit holders only between 9-5 Mon-Fri. For the first 6 months of the tenancy the driveway was occupied by my housemates car, so I parked in the permit area. I worked 9-6 and commuted, so I didn't require a permit for the times that I parked.
However, on a couple of occasions between Aug 2013 & Oct 2013 I was late for work. Sometimes I would reach my car at 9:02 and find I already had a ticket. I got 6 tickets altogether. My financial state at this time was a train wreck so I ignored the yellow sticker, and planned to deal with it at a later date once my finances were better and a proper letter from the Council was received.
I received nothing until a few weeks ago (21-23 months after the offences) when I received 6 notice of enforcement letters from 'Jacobs Enforcement Agents', each requesting £187 for each offence.
This comes to a total of £1122, for probably about 2 hours worth of parking fines. All of which was outside my own home. I feel this is a completely unjust amount of money, but I'm not sure how to approach this situation or if I even have a leg to stand on.
The debt now lies with the enforcement agency, so it seems as though it is too little too late. Although, if I had received reminder letters, emails, anything, then I would have paid them.
Some extra details:
The landlord mentioned that if I buy myself a permit, he would refund me the cost. Every month was a struggle juggling debt and hiding enough money away so I could eat. So I never bothered.
The council know where I live from the electoral roll but I never received any letter from them about this. The car is registered to an old address so I assume they sent it there (I can't check).
Also, I'm aware I should have handled the situation in the past better - there's nothing I can do about that now. I'm wondering if I am able to appeal in any way to reduce the fees.

are those PRIVATE parking tickets or council ones , if private , please state the name of the company that issued them0 -

as this is council you need to go and post over on pepipoo forums in the council ticket section for correct advice
