Arrgh PC Won't POST so I can't change Bios Boot up

I built a pc for my older son. He's got so much adware on it (discussions taking place) I'm better off wiping it/re-installing windows.
But I can't alter the boot up order to look at the DVD drive first. I can't get into BIOS. I put a GA-990FXA-UD3 mobo in it. Del or F12 is supposed to get into the BIOS., but it briefly flashes a page for the MOBO.., no message on this page as to how to enter the BIOS.., and then goes straight into windows (8.1). I've pressed all the usual keys that might work repeatedly from the instant the pc starts booting up, nothing is working. No reaction even to F8! There is no indication its POSTing at all.
I'm using a USB keyboard but its a very simple one and has worked in this (wiping) situation before.

annoy the motherboard , unplug the floppy , or even take the battery out , it will start up confused and suggest pressing "x" to go into the bios and (battery) reset the date etc , with battery removed remove power lead , and press start button to flatten any capacitors on the board/PSU.
you can then set dvd as first0 -

ok , I read that , hav,nt tried it yet tho , asus h81 m/board here with win 8 on it (and the new bios) ,, however in the bios , there is the ability to to turn on or off "f2 for bios , f8 for boot menu" etc , turning that off would need microsofts way , however I prefer the 1-2 sec delay

Can not get into GIGABYTE GA-990FXA-UD3 Rev 3, BIOS settings. Solved by using a different monitor! I had an older CRT monitor hooked up, switched it out with an older LCD monitor, the BIOS screen slowed down and the keys worked. "0 -
Obviously it is POSTing otherwise it wouldn't boot up windows 8 at all.
it sounds abit like FastBoot, but afaik that motherboard doesn't support it (unless it was added in a later bios update).
you could try clearing the CMOS. There should be some pins that you have to short out to do this.
with the pc turned of and powercord removed, place a jumper, or use a screwdriver (or any metal object) to short out the 2 pins (remove the remove the jumper after before powering o nthe pc).
if you do this you will need to make any changes in the bios again0 -
