More information from the 'identification - What we need from you' webpage:

Please note the following when providing your identification:
we cannot accept items downloaded from the internet such as online banking statements
we do not recommend sending original documentation by post. However, if this is unavoidable, you must include one extra item of identification from either list, making a total of three items per applicant.
we can accept copy documents but the copy must be certified by a solicitor, accountant, bank official, magistrate or an individual regulated by the Financial Services Authority. Certification must include the words "I certify that this is a true copy of the original" and the certifier's name, address, position, company details, signature and date.
a parent, close relation or guardian may open an account for a child provided individual identification is supplied in addition to the child's birth certificate.
    Please call me 'Kazza'.

I just received my application pack from Principality and it says you will need two items from list 1 to confirm name and one from list 2 to confirm address if you're applying by post.

    Re: Postal Accounts.

"Thank you for your recent enquiry regarding the above account. We should be grateful if you would kindly take the time to read the following which will ensure the prompt processing of your application."

"To combat money laundering Building Societies and Banks are required by law to seek acceptable identification when opening new investment accounts."

"To confirm a name we will accept any TWO forms of identification and to confirm an address we will accept ONE form of identification from the enclosed list. Therefore, to avoid any inconvenience or delay to our customers, we ask that you complete the enclosed submission sheet and return this with your application."

Likewise, I wouldn't part with a passport or driving licence in the post.
I've found it difficult to have any of the documents requested

To prove your name is the hard part -
I'm a live-at-home Mum, looking after the kids, therefore I don't have a Fire arms Certificate, I'm not disabled, I'm not underage (16), I'm not self employed in the construction industry, I don't have an EU ID card as I'm British. I am "officially" self-employed on a small scale and do have the
Statement of Account, for one item. Benefits books are a thing of the past as my money is now obtained through plastic at the Post Office. Fortunately I do have a notification (albeit their photocopy variety) of the latest 40p a week or whatever increase for Child Benefit! I did ask if for an extra item I could send the Notification of Tax Credit Award, which the PBS didn't seem to much about.

Who invents these lists of what you need. Perhaps I'm the odd one out here?

I have the same problem ... as I have an Indian passport ... Provisional License ... No fire arms certificate and other required items from the list ... apart from the Inland Revenue document ...

But they did mention that you can send the certified copies of the passport or license ...

For me they said if I can go to the branch they will open it for me with 1 Name identification document and 1 address proof ... So I think I will do that ... I have been to Cardiff before anyway ... it will be fun and work combined on one tour :T

Sent off documentation on Monday for the Regular Saver Bond for 6.75% and in this morning's post i.e. Wednesday, I now have the two passbooks, one for the Regular Saver and one for the Instant Access, with the two accounts duly opened. Quite impressed by their turn around time, and all original documents returned in tact. Maybe they don't have many applicants or else they are very efficient.

    Good luck to anyone else.

Did you include two cheques with your application?? - One for the saver bond, and a £1 (min) for the instant access ??

    Thanks

No, they told me just to send one cheque for £501 and that's what I did.
