Just got a PCN from the CPS...advice much appreciated!

I just got a £60 parking charge from the CPS in Leeds.
I'm a support worker for someone with disabilities and was heading to Armley Prison for the Special Olympics team training. We were in a hurry and pulled into an empty car park nearby as everywhere else was full. It seemed to be part of a private warehouse that looked abandoned. We didn't see any signs...I wasn't thoroughly looking though as was in a hurry and the person I was caring for began to get anxious and distressed. He told me it was where is other carers park and if was a Sunday morning...there didn't seem to be anyone around.
Lo-and-behold, I returned home then noticed this Penalty Charge Notice. £100! £60 if within 14 days.
That's so extravagant! I'm sure my employer would back me up to say how anxious this person we support gets if we're late (mitigating?). But my main issue is that it was unclear. I might have to take a trip back to search for a sign. But also...£60. Grrrrrrr

I've looked at several threads and wasn't sure as some are quite old and/or with different circumstances.

Please let me know what I could do and whether or not it would be worth the risk!

    Who exactly are CPS that could be the Crown Prosecution Service or one of several companies that use similar initials. The advice is different dependant on who it is.

    In the meantime read the thread that starts with "NEWBIES" as it probably answers many of your questions

    just read the newbies sticky thread and appeal it after 21 days (or wait for the NTK and appeal it - between day 29 and day 56)

    they are likely to turn the appeal down

    they wont care about "what happened on the day" or "mitigation"

    the circumstances are irrelevant as you were parked or stopped on private land, without the landowners permission (its a honeytrap, they are like trapdoor spiders, waiting for easy prey like you who are naive in these matters)

    you could then appeal to the IAS (I assume its UKCPS, not CPS)

    they will turn you down too, as its a kangaroo court

    they just want your money , nothing else, no platitudes or excuses, just your money

    in future, know what you are doing when parking on private land, reading the signs and if you cannot afford a punishment invoice or 6 years of hassle, dont park

    the NEWBIES sticky thread contains the latest, 2015 advice

    as this will be UKCPS, forget about the BPA or POPLA, its the IPC and the IAS , so you will have to be prepared for IGNORE MODE for 6 years (yes , 6 years) , unless you get an official LBC or an official MCOL from Northampton or Salford (court claim)

    It says UKCPS Ltd.
    I guess that's the Crown Prosectution Service?

    the CPS (the one you quoted) is the Crown Prosecution Service, so that respondent was being tongue in cheek as the CPS dont issue parking invoices ;)

    UKCPS are based in Leeds and do issue parking invoices on private land

    so the NEWBIES thread covers it, same as always (the circumstances are rarely relevant , nor is mitigation)

    Ahhh ok. I figured as it was around the prison land that it may have something to do with the CPS (Crown Prosecution Service). My bad.

    nope, you parked in a private honeytrap and now have 6 years of hassle because of it (assuming you dont want to pay)

    Never mind...an easy mistake to make. And it's not a Penalty as you put in your first post it's just a Parking Charge Notice. Effectively an invoice. Just do as explained, appeal then when declined appeal further. Don't pay and don't give up. You can win.

    Thanks for the advice guys...but where is the bit about 6 years? If my excuses are not really 'relevant', would it be worth 6 years of something and a possible risk of court costs etc.? Or should I just bite the bullet?

    the small claims court system (now MCOL ) has been in force for many , many years in england and wales (5 in scotland) - since 1973 in fact

    that is where the 6 years comes from, the fact that anyone can take somebody to court within 6 years of a problem occurring, like an unpaid INVOICE (its not a fine, not a penalty, its an invoice)

    if you had a plumber fix your gas boiler, then didnt pay his final invoice, he can take you to court within 6 years, this is no different
