wtc and exemption cert

my sister has had a letter in the post to say she has to pay back the working tax credit she has has as it is an over payment, so they have taken all payment away till it is payed of but they have also taken away her exemtion cer is this right as if they had not over payed her she would still be getting wtc so should she still not recieve the exemption certificate, the over payment was there falt not hers.

    It would depend in her income for the period in question

    What was the reason for the overpayment ?
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
