Non delivery of food

Hello All,
I ordered some (perishable) food items to be delivered to my workplace. The courier says they tried to deliver at 5:30pm and no one was there, whereas I know the building is manned until 6 (after 5pm you have to use an entry phone to reqest someone to come down). They also say they left a card, which is an outright lie. The seller claims that as the items couldn't be delivered, I am not due a refund.
Any idea what my rights are in this case?
