PCN from ANPR PC LTD

Hi all,
I've received a PCN from ANPR PC Ltd, it's identical to the one the gentleman had in a previous thread, also regarding an 40min overstay in Parc Tawe, Swansea.
The thread is entitled 'Appeal to ANPR Ltd from an overstay in Swansea Parc Tawe'
(It wouldnt let me post the link or image)
The PCN I received is identical to the one he posted including the appeal page on the rear.
The only difference being the time difference between the dates received, my 'offence' was on the 17/06/15 and the PCN issue date was 24/06/15.
Having read through the Newbies thread and the thread above with great interest, I'm asking do I have any grounds for emailing them with the usual line of "the registered keeper is not responsible for the charge, I suggest you contact the driver of which I have no obligation to name" etc?
I'm assuming what I've received is a Notice to Keeper, but are they complying with the requirements of POFA 2012?
Any advice or help would be welcome, and thanks for the information that is posted on here already.

Different ANPR Ltd, Dolly. Owd Trev is/was ANPR Ltd - OP is about ANPR PC Ltd. (As was clarified in the post you linked).

OP - If this was a notice through the post and there was no windscreen notice, then the postal notice is correctly in time. (Within 14 days of the "offence", with day 1 being the day after the "offence"). So no, you can't use the stated argument on the basis of timing.0 -

Yes this was a notice through the post. Do I have any other grounds for appeal/argument based on what they have sent me?
The link from DollyDee is the exact post I was referring too. The image of the PCN posted on there is the same one I received. Apart from the fact they have complied with sending it out in time as I understand, is there anything about that PCN that gives me grounds to not pay up to them without challenging it?0 -
Oh there's LOTS of grounds for challenging it. A read of NEWBIES thread will tell you what to do.
