Paying for home insurance and BG Homecare?

Hi there,
Wondering if anyone can help me please.
I've been slowly tackling my boyfriends Mother's finances (see my previous thread) and she has a crazy amount of insurances...
We've just cancelled sky protect and I am requoting her house insurance (over £400 a year they want! quick quote gets it too £170pa like for like!) But she is also paying £291.67 pa for boiler insurance which I am sure is covered on her home insurance. This is the package:https://www.britishgas.co.uk/products-and-services/homecare/homecare-400/
Apart from paying an annual fee to get her boiler serviced with a local Plumber. I can't see any need for this extra cover (however I am no expert, only 26 and have never owned a home)
I would have thought that the electrics, pipes and plumbing were covered through the house insurance?

Boiler cover or the broader Home Emergency covers things like blocked pipes, breakdown etc which isnt covered by Home insurance as these are maintenance/ wear and tear issues - the resultant damage, if there is any, may be covered by Home insurance.0
