Can't send pictures/photos in Outlook Express

When I try to forward an email with a photo/picture on the email (Not an attachment) all folk get is a square without the photo and a red X in the corner. What an I doing wrong?? I can send emails with added attachments but not within the email itself. Anyone in MSE put me right please

Trying firing up Outlook express and going into 'Tools, Options' once your in there click on the 'Send' tab and make sure your using HTML for 'Mail sending format'
Once you've checked that, click on 'HTML Settings' and tick the box stating 'Send pictures with messages'

See if that solves your problem..
