Video software wanted-to sync pics and music

Hi folks,
I am looking for a video software package for windows that doesn't have a huge learning curve.
Basically what I want to do is, import a song and a folder of pictures, then add the appropriate picture at different stages in song, for example if singer is singing about the sun then I add a picture of the sun, a car then I add a picture of car, need a failry strict time frame so pic will only only for a number of seconds eg Guy is singing about a car, so I don't want the previous picture of sun lingering on.
Ability to add pan and tilt (an automated feature to do this would be useful)
At the moment I am using Muvee auto producer which kind of makes instant movies but rather limited editing features. I do have Power producer 9 as well but haven't really tried it, if anyone has what do you think?
Appreciate any advice.

Thanks a lot for those links, I have played a little with movie maker in the past but don't think it has the ability to pan or tilt pictures/
But worth looking into again,
