    Did he offer to sign a confession or did you demand he do it ?
    You could be in quite serious trouble if you threatened him in to signing a bit of paper admitting liability.

    We both were quite unsure what to do at the time and we discussed the process of exchanging names he said its totally my fault and I asked if he'd be willing to sign a admittance. Obviously I didn't force it upon him, I was very shaken up and was just trying to think of all the information I could have taken down. He consented to all photos nothing was done forcefully at all, he willingly got his driving license out when I asked if he had one and told me all other information cooperatively
