Need help with scanner

Hi Hoping somebody can help with the problem I am having with my scanner. I can access the scanner but not the software that actually scans the pictures. When going on to my software(paperport) I used to go to the part that says "Twain" which opened up the actual scanning screen and now all I get is the following message. Numbers 1 & 2 are easy enough but 3 has me a bit puzzled.
1 Power adaptor is plugged in the scanner connector.
2 USB cable is properly connected with the scanner and PC.
3 USB setting is enable in BIOS.
Lastly the scanner is not used very often and so is left unplugged, would this make any difference?
Hope some kind person out there can help as I have several pictures I need to scan.

If you have another USB device connect it to the same port your scanner is connected to and see if it works, that is the easiest way to find out it USB is ennabled/working.
As for the software, before running the software unplug the power connector and reconnect it give it 30 seconds then try the software. If you have a HP scanner there is a known problem with a few versions of the software for them and there is a fix on the hp website.0 -
try different software,i use compupic you can try it free from here for 15days https://www.photodex.com/downloads/ when you insall go to tools, then capture/scan0
